So when we do our Leaving Cert in Ireland, the Government tell examiners that only a certain percentage of A1's are allowed to be had in each subject, usually about 2%. 3% may be allowed an A2 and 5% a B1.

If someone's exam is an A1 standard but 2% of people who sat that exam have already got an A1 then that person will receive an A2 and so on, possibly preventing them from getting into University.

Does anyone know why they do this...? Why would they not want us to get an A1 if we deserve it?
