Can a level 2 test and certify a level 1 trainee in us army combatives?

I'm trying to find the answer in the fm but I can't. I would like to know if you have to be level three in order to test and certify level 1 trainees in combatives. I've been told you can be level two to train and certify level one... I want to find out.
PLEASE PROVIDE THE SOURCE OF WHERE YOU ARE GETTING THE ANSWER FROM.

No. A level 2 is a company level INSTRUCTOR, so you're authorized to teach, but not to certify. Only a level 3 and 4 can certify. Also FYI it's no longer level 1 or 2 etc. It's Basic Combatives, Tactical Combatives, Basic Combatives Instructor, and Tactical Combatives Instructor.
