I work for US Cellular. To activate a phone all you need off the phone is the phone's serial number, this can be located on the back of the phone under the battery. (Look for the lable MEID or DEC) The only reason why US Cellular would refuse to activate a phone (other than it being a phone not compatible with the network say AT&T) would be if the phone had been reported as lost or stolen by the previous owner. If thats the case I would try to get you're money back from who you bought it from.
