What's the next step if boot camp and juvie doesn't work?

They need a rude awakening, preferably in a torture chamber ,oh yes excuse me I forgot ' they have rights' .
A military school might work .
spare the rod and spoil the child .

umm don't sound like there is! maybe a baby sitter to hold your hand 24 7 but there might be issues if you have to go pee!

not all those places work!
if it was a kid and he had a habit of getting a way with things then it could carry over to adult hood and never change!
