Contact apple.com regarding becoming a developer that is first step. I think it costs $99 per year to join

adobe flash pro cs5 has a iphone theme development feature now. You dont have to go through apple to be a developer you can post your stuff in cydia which doesnt require the apple signatures...Cant say off the top of my head where to get those but look around youll find it,
