This is an interesting post. First, what do you assert is the difference between media and celebrity influence? I would assert that there is no quantifiable difference. Therefore, there are two "pillars," according to your post, which must be destroyed in order to allow for societal change, and those are laws and media. One or the other of these "pillars" once broken will push for a change in society.
Do you assert then that law is responsible for societal change? Or do you assert that media is responsible for changes in law?
because free speech is a protected right. free use of public right of way to set up commercial enterprise isn't.

if they want to make a buck, tell them to sell bottled lemonade.
they want the insurance because otherwise someone could sue the municipality saying they are letting them operate without a license on their property. rather than potentially deal with the liability: you have to have insurance.
if you don't want to get the insurance, don't sell on the public property.
There's no outlet for this kind of propaganda though
