I agree with all the answers but varnish in the carb is almost inevitable,so get that cleaned and the entire fuel system.
In addition to what the other guys have said, you're going to need to clean or replace the spark plugs.
If this bike has an in-line fuel filter, you need to replace that.
Wipe the rust off the brake disks.
Lube the chain. Repeat: lube the chain.
If the fork tubes are rusty, you need to wipe off the rust so it won't destroy your fork seals. If your fork seals are already leaky, you need to replace the fork seals, change the fork oil, and pressurize the forks (this is a big enough hassle that you should just have a shop do it).
You need to inflate the tires.
Wipe the dust off the exhaust pipes and engine (or it'll scorch when you start 'er up).
2003 Kawasaki is very vague.
Pull the tank off th e bike and dump out the old fuel. Buy some Berrymans B-12 fuel additive and dump it in the empty tank. Swoosh it around and dump it out.
Pull the carburetor off the bike and clean the jets along with the float bowl.
Put a new plug in it
Start it up and enjoy
Clean the carbs. have them reset so they work together.clean the tank. Yamaha used to make a 2 step product that would coat the tank. It did work pretty good then you would never worry about the rust that is in that tank. Change your plugs to
UrR carbs probably need cleaning, gas sitting for years deteriorates into a varnish substance. Haul it to a shop for pro help.
You may need to clean out the carb or fuel injection whichever this bike has. It's probably best to have someone do a complete tune-up on the bike to get it in peak operating order.
Oh, one more thing, you need to check and probably replace your brake lines and flush the brake fluid. Machines aren't made to sit, they are made to run and all that old fluid just sitting has possibly erroded parts of the bike, so it's best to get it done right.

The carbs will have to be cleaned by a motorcycle shop.
They will be soaked in acid strength carburetor cleaner.
Look in the fuel tank.
If there is any rust inside, the tank will have to be cleaned and sealed.
Radiator shops do excellent work.
