How much should I pay for a 1983 Honda CR250 that does not run ? It ran, sat and now wont start. The guy is asking 500 but I feel thats a bit high, what should it go for ?

I looked on NADA.com and the website says that the poor condition bike is worth $500. but if it doesn't run i believe it should be maybe $350 - $400
