How about Pippi Longstocking?
She could buy one of those temporary rinses for her hair and some stiff, vinyl covered wire from an arts/craft store. She can use the wire over her head and curving out to each side, and braid her hair around it so her pigtails stick out. Then she can dot a little brown mascara on her cheeks for freckles, wear overalls with the legs rolled up, some red and white striped socks and some converse-style sneakers.

If she uses a rinse to color her hair, advise her to buy some lemon juice to use to take the red color out afterwards. Pour the lemon juice (a lot of it) into her hair, and wrap it in an old towel that's been in the dryer so it's hot. Wait 20 minutes and then wash her hair. Follow with a good conditioner.

she could maybe pull it off for Massie a character in the clique series by Lisi Harrison. In the series Massie is 12 year old girl though.
