Does a child have a right to an education? Or is it a privilege?

If it's a right, can a child be expelled?

all children have a right to a formal education, and by law, they must have some form of formal education. it's a privilege that they are able to get a good education, but it is a so a right, and a law. yes, a child can be expelled, but only if the circumstances fit the punishment of expulsion. they can't just be expelled for no reason, there must be a good reason for expulsion of a child.
