I have a 94, Honda Civic Auto.
Recently(last few weeks) it would randomly idle up to1.5k then back down over and over. Normal idle is uaslly around 900-1k.

Today i drove to another city(20 miles) and parked with no problems. After coming back out from store. I Went to start car, and then it started up, hesitated, then turned off. I then immeditately just turn the key again and it started up fine. On way home I decided to turn on heater. And there was no heat at all on max heat. I then noticed that my temperate gauge was as high as it goes. But i continued to drive the last 5 miles home. I check the oil, and then let the engine cool. When taking out the oil stick it was smoking, and showed little oil. But after rechecking when engine was cooler. I had plenty of oil. I Then turned on my engine, and now loud sounds come from around the area with 3 belts. And idles at 1.8-2k now.

Whats the situation i am facing and how much should this problem cost to take care of?
It idles very loudly, and clearly coming from around the belt area.
1.5 L. Engine 4 Cyl.
