Yes, the Xbox 360 Arcade is essentially a regular Xbox 360 without the Hard drive and some Arcade Games pre-installed.
You will need to purchase a Hard Drive if you don't already have one to access Xbox Live and its Features.

yes they do but u may have to buy a hard drive so u can actually save the games to it
