Nope, you asked why there are "shitloads" of unspent stimulus dollars if it was an emergency. And the clear answer is because it was never designed to be spent in one day. It was a plan which had a longer goal in mind.
Whether you agree or disagree with it isn't an issue in the timing of the process. Anyone who thought it would/should be spent in a day is stupid and would miss the point of the plan.
