If having stimulus was such a huge emergency, why the hell do we still have shit-loads of "unspent stimulus money"?

The stimulus money is unspent currently, but it has been earmarked, and promised to various states for job creating projects.

Nope, you asked why there are "shitloads" of unspent stimulus dollars if it was an emergency. And the clear answer is because it was never designed to be spent in one day. It was a plan which had a longer goal in mind.

Whether you agree or disagree with it isn't an issue in the timing of the process. Anyone who thought it would/should be spent in a day is stupid and would miss the point of the plan.
